Central City Council Advances Housing Policy and Infrastructure Upgrades This Week

Central City Council unanimously approved Resolution 25-16 to establish expedited review policies for affordable housing projects.

The vote occurred at a time when the city seeks to meet state-mandated housing goals and secure outside funding. Resolution 25-16 directly targets the Prop 123 commitment to build 18 units by 2026 and aims to unlock $50,000 in state funding through faster permitting processes.

Housing and Gaming Policy Actions

In the same meeting the council passed Resolution 25-13 opposing the introduction of iGaming in Colorado. The measure cites the city’s membership in the National Association against iGaming and signals continued local resistance to expanded online betting options.

These two resolutions together reflect the council’s focus on land-use policy and regulatory positioning. Both passed without recorded opposition and now move to staff for implementation steps.

Infrastructure Spending and Project Updates

Council also approved a $31,660 task order with IMEG Consultants Corp. for GIS development tied to the Water Master Plan. A separate $12,000 land survey was authorized to verify the city’s western boundary monuments. Staff reported ongoing replacement of aging water meters, some of which had gone unread for years, with additional residential and commercial meters scheduled for swap-out throughout the summer.

Other updates included the hiring of a new full-time firefighter and continued progress on the Pocket Park project intended as a community gathering space. The actions on water infrastructure and boundary verification address long-standing maintenance and mapping needs within city limits.

Next steps include carrying out the meter replacements over the coming months and advancing the GIS work under the newly approved task order with IMEG Consultants Corp.
