Central City Targets Water Upgrades With Targeted Spending While Global Peers Commit Larger Sums

Central City Council approved a $31,660 task order with IMEG Consultants Corp. for GIS development tied to the Water Master Plan and a separate $12,000 land survey to confirm western boundary monuments.

Water system work matters now because several comparable cities have announced multi-year capital programs that begin or accelerate in 2026. Central City’s actions come as the council also passed Resolution 25-16 to speed affordable housing reviews and unlock $50,000 in state funding toward a Prop 123 goal of 18 units by 2026.

Local water actions stay small and focused

Staff reported ongoing replacement of aging residential and commercial water meters that had gone unread for years. The council authorized the IMEG task order and boundary survey as part of the same meeting that produced Resolution 25-13 opposing iGaming expansion in Colorado. A new full-time firefighter was hired and work continued on the Pocket Park project intended as a neighborhood gathering space.

Scale differs from larger overseas programs

Hamilton, New Zealand, is investing over $200 million in central-city water systems from 2026 through 2028, including a new 25ML reservoir and pump station supported by $150.6 million in Crown grants. Central City, Texas, received a $20 million USACE grant for an 8,400-foot bypass channel and related Trinity River flood features. Portland’s central-city bike and transit initiative has already spent $132 million of a revised $147 million total. India’s Smart Cities Mission closed on March 31, 2025, after finishing more than 90 percent of roughly 8,000 projects valued at ₹1.6 lakh crore.

Central City’s next steps center on completing the current meter replacements through the summer and advancing the Water Master Plan GIS work already under contract.
