Causeway Bay Changes How Residents Access District Council Candidate Information

The Fair Candidate Spotlight Policy requires candidates contesting Causeway Bay seats in the 2026 district council elections to submit standardized profiles for mandatory publication in designated outlets. This rule directly covers the roughly 180,000 registered voters living between Victoria Park and the Wan Chai boundary.
The Electoral Affairs Commission issued the updated guidelines in May 2026 after the Legislative Council passed amendments to the electoral ordinance earlier this year. The changes address previous gaps in how candidates communicated positions on district-specific matters such as pedestrian flow along Yee Wo Street and maintenance of the Causeway Bay Typhoon Shelter.
Access for Residents on Daily Routes
Under the policy, profiles must include sections on transport, retail zoning and public space use. A resident who travels daily through the MTR Causeway Bay station will therefore see printed summaries available at the station concourse and on the district council website from 20 July. Those working in the retail blocks near Russell Street can expect digital versions pushed to the Home Affairs Bureau mobile portal, which already serves 42,000 Causeway Bay users each month.
The legislation states that each profile is limited to 800 words and must be translated into Chinese and English. Local advocates note this format replaces the previous patchwork of candidate leaflets that often failed to reach households in the newer residential towers along Percival Street.
Funding and Rollout Schedule
The 2026-27 Home Affairs Bureau budget paper records an allocation of HK$2.3 million for profile production and distribution across the six Causeway Bay constituencies. The government says the policy will see the first set of profiles published by 20 July, with a second round scheduled after the close of nominations on 15 September.
Policy analysts say the next step involves training sessions for candidates on profile submission, set to begin at the Causeway Bay Community Hall on 10 July. Residents can submit questions on the profiles through the district council hotline until the end of October.
