Causeway Bay Council Cuts Transit Pass Costs for 35,000 Residents

Transport authority data show fares increased 12 percent between 2024 and 2026. Council records indicate the vote followed three public hearings attended by 180 residents who described commuting costs as the largest monthly expense after rent.
Direct Effects on Household Spending
A two-income household living near Victoria Park that spends HKD 900 on travel each month will now pay HKD 400 under the new rate. Retail workers along Hennessy Road and office staff in the Times Square area are among those who qualify, freeing an average of HKD 500 per month for other local purchases.
The legislation states that passes will be issued through existing Octopus card accounts, removing the need for new applications at government offices. City budget documents allocate HKD 52 million for the first year of subsidies drawn from the 2026 fiscal year transport reserve.
Rollout and Application Process
Applications open on August 15 through the city’s online portal and at three district service centres. The government says the policy will begin distributing passes on October 1, with automatic renewal for verified income levels each calendar year.
City officials stated that verification will rely on tax returns filed in the prior 12 months. Residents who change jobs or experience income shifts may submit updated documents for re-assessment within 30 days.
