Causeway Bay District Council Approves 2026 Infrastructure and Employment Package for Transport and Training

The Causeway Bay District Council voted 12 to 5 on 7 July to adopt the 2026 Infrastructure and Employment Enhancement Package, which sets aside HK$120 million for local road resurfacing, tram line repairs and a new vocational training centre at the old Wan Chai market site.

The package responds to the district's 2025 transport assessment report, which recorded average daily delays of 18 minutes on Causeway Road during peak hours and noted that 34 percent of residents commute to work within a 3-kilometre radius.

Effects on jobs and daily services

Under the plan, HK$45 million will fund three road sections near Victoria Park and the MTR station, with work scheduled to begin in September. The remaining HK$75 million covers a 12-month training programme expected to enrol 800 participants in logistics, retail management and basic construction skills, according to the council's budget paper released last month.

Local delivery drivers and shop staff stand to gain most immediately, because the training centre will operate evening classes that match shift patterns at nearby commercial buildings. The legislation states that 60 percent of places are reserved for residents who have lived in the district for at least three years.

Budget figures and timeline

The council's adopted budget paper shows the package will be financed through a combination of the district's annual allocation and a one-off transfer from the regional development fund. Construction contracts are projected to create 320 short-term positions, while the training component is listed to run until July 2027.

Implementation begins with a public tender process opening on 15 August. The council has scheduled quarterly progress reports starting in October, and the first cohort of trainees is set to finish courses by March 2027.
