The adjustment applies directly to operators in Mong Kok and sets the annual charge at HK$950 for standard fixed-pitch licences. This rate sits below the HK$1,100 average recorded across the other four Kowloon districts for the same licence category.
Why the change arrives in mid-2026
The District Councils (Amendment) Ordinance 2025 required each district to review and publish its own fee schedules by the start of the 2026-27 financial year. Yau Tsim Mong completed the review first among Kowloon districts. The legislation states that fees must reflect local enforcement costs and market density figures submitted to the Home Affairs Department in March 2026.
Mong Kok residents who run or shop at street-level stalls will notice the difference at renewal time. A fruit vendor on Sai Yee Street, for example, will receive an invoice for HK$950 rather than the higher amount charged in Kwun Tong. The same operator in a comparable location in Sham Shui Po would pay the district-average rate of HK$1,100. The fee covers the licence itself; separate charges for electricity connection and waste collection remain unchanged.
Budget figure and next steps
The 2026-27 district budget paper records HK$2.8 million allocated to licence administration and inspection in Yau Tsim Mong. That sum supports eight full-time enforcement staff who will conduct the first round of compliance checks between 15 July and 15 August. Operators who fail to renew by 31 July face a HK$200 late fee applied uniformly across all districts.
Renewal notices began arriving in Mong Kok letterboxes on 8 July 2026. The council has scheduled two information sessions at the Mong Kok Community Hall on 18 July and 25 July for licence holders who need clarification on the new form. District officials say further comparisons with other districts will be published in the quarterly administrative report due in October 2026.
