Sha Tin District Council Infrastructure Allocation Directs Funds to Local Jobs and Services

The Sha Tin District Council passed the 2026 Infrastructure and Employment Programme on 8 July, directing district funds to road and facility projects that will engage local contractors and expand public service points across Sha Tin New Town and surrounding estates.

The measure arrives as the district prepares its annual works schedule ahead of the 2026-27 fiscal year, when several major maintenance contracts for public housing estates and the Sha Tin Wai transport interchange are due for renewal.

Employment and service links for residents

Under the programme, the council will issue contracts for pavement renewal along Tai Po Road and the addition of two new community service counters at the Sha Tin Public Library branch, with bidding restricted to firms that maintain offices inside the district.

The district budget document released last month states that HK$78 million has been earmarked for these works, a figure drawn from the recurrent allocation for district minor works and supplemented by carry-over funds from the prior year.

Policy analysts note that the tender conditions require at least 60 percent of on-site labour hours to be filled by workers registered with addresses in Sha Tin, a requirement already applied in two smaller drainage projects completed in 2025.

The government says the policy will produce an expected 720 short-term positions in construction and maintenance between September 2026 and March 2027, while the new service counters are projected to handle an additional 180 resident inquiries per week once opened.

Next steps include publication of the first tender notices by the end of July, followed by a public briefing session at the Sha Tin District Office on 15 August where contractors and residents can review the project timelines and hiring rules.
