Why the programme launches now
The district faces rising demand for social services after the 2025 population census recorded 48,200 residents aged over 65. The council drew on the Hong Kong Special Administrative Region Social Welfare Department guidelines issued in March 2026 to set new service targets. Policy analysts note that the allocation follows the annual district budget cycle that closes each July.
Under the programme, Tsim Sha Tsui residents can book appointments at the Salisbury Road Community Centre until 9 pm on weekdays instead of the previous 7 pm close. Families living near the Star Ferry pier gain priority access to after-school programmes for children aged 6 to 12. The legislation states that centres must maintain at least 120 hours of weekly operation across all sites.
Budget figure and expected rollout
The 2026-27 district budget paper allocates HK$52 million to the programme. This figure covers an additional 18 full-time social worker positions and upgraded facilities at the Canton Road site. Local advocates note that the sum represents a 14 percent increase over the 2025 allocation for the same services.
The government says the policy will begin phased implementation on 1 September 2026. Residents must register through the district council website or in person at any participating centre by 15 August to secure places in the first intake. Further adjustments to service hours will be reviewed in the December 2026 progress report.
