Three Major Policies Transform Tung Chung This Week

Three separate policy changes came into force in Tung Chung this week, touching residents across the district's expanding eastern and western development zones. A restructured franchised bus network, a new earmarked maintenance fund for older public housing estates and an expanded construction-industry retraining programme under the Construction Industry Council all began operating on 1 July, the start of the new fiscal half-year. Together, the measures affect an estimated 120,000 residents who live or work in the Tung Chung New Town area.

The timing matters. Tung Chung East, the reclamation project scheduled to deliver roughly 49,000 new residential units over the coming decade, is now in its active infrastructure phase, and the government has acknowledged that service gaps have widened faster than the original planning models projected. Lantau Island's population has grown significantly since the North Lantau Highway corridor first opened, and local advocates note that public transport frequency during peak hours has not kept pace with the density added by newer estates such as Yat Tung and the developments near Tung Chung Station.

Bus Routes and Housing Maintenance: What Changes on the Ground

The Kowloon Motor Bus and New Lantao Bus network restructuring, gazetted in late June, adds three new feeder routes connecting Tung Chung East construction-phase worker facilities to Tung Chung MTR Station and extends the operating hours of Route E11 to cover a later final departure, now set at 12:35 a.m. from Hong Kong Station. For residents in Yat Tung Estate's Phase 2 blocks, the new Route NL382 provides a direct link to Tung Chung Town Centre that was previously unavailable outside peak periods. The Hong Kong Transport Department says the changes are projected to reduce average waiting times on affected corridors by approximately eight minutes during the morning commute window between 7:30 a.m. and 9:00 a.m.

Separately, the Housing Authority activated a dedicated Maintenance Reserve Fund allocation of HK$340 million for estates completed before 2005. Yat Tung Estate, which received its first occupation permits in 2000 and 2001, is among the estates named in the Housing Authority's July programme schedule. The fund covers lift modernisation, external wall inspections and drainage works. Residents in affected blocks are expected to receive written notices from the Housing Authority's Property Services branch within the next 30 days outlining the specific works planned for their buildings and the anticipated disruption periods.

Construction Retraining Aims to Fill Local Labour Gap

The Construction Industry Council's Enhanced Trade Testing and Retraining Scheme, expanded under the 2026-27 Budget with an additional HK$58 million allocation, now includes a dedicated intake for Tung Chung and North Lantau worksites. The scheme offers registered workers subsidised assessment for higher trade grades and provides new entrants with structured on-site apprenticeships of between six and 18 months. The government says the policy will generate an estimated 2,400 new registered construction worker positions across Lantau over the next 18 months, with priority placement at active Tung Chung East reclamation and infrastructure contracts.

For local job-seekers, the practical entry point is the Labour Department's Tung Chung District Employment Centre on Tat Tung Road, which began accepting referrals for the CIC scheme on 1 July. Eligible residents must hold a valid Hong Kong identity card and register with the CIC's Construction Workers Registration System. Policy analysts note that North Lantau has historically had one of the higher proportions of working-age residents commuting out of the district for employment, and programmes that create credentialed jobs closer to home could reduce that outflow over time.

The next formal review of all three measures is scheduled for the fourth quarter of 2026. The Transport Department will publish a passenger survey covering the restructured bus network in October, and the Housing Authority's maintenance programme for Yat Tung is expected to produce a progress report by November.
