Tung Chung expansion launches housing and transit overhaul in 2027
Tung Chung residents will see initial effects from new housing allocations and bus route adjustments beginning in the first quarter of 2027 under the legislation passed last week.

The Legislative Council approved the Tung Chung New Town Extension Bill on 7 July 2026. The measure directs funding toward additional public housing units and expanded transport links in the area. It applies directly to households currently on waiting lists and to commuters using existing bus and ferry services between Tung Chung and central districts.
The legislation follows updated population projections released by the Planning Department in May 2026. Those figures showed the Tung Chung population reaching 120000 by 2030, up from 85000 recorded in the 2021 census. The bill responds to that growth by locking in construction schedules for new blocks and service contracts rather than leaving timing to annual budget rounds.
Phased Rollout Schedule
Residents in existing Tung Chung estates will first notice changes through revised bus timetables issued by the Transport Department. Route E11 will add three morning departures starting March 2027, cutting average wait times at Yat Tung Estate stops from 12 minutes to eight minutes. New public housing intake for 1800 units is scheduled to open in phases from September 2027 onward, with priority given to applicants who have been on the list since 2023.
Local employment offices report that the bill also requires contractors to reserve 15 percent of construction positions for Tung Chung residents holding valid local identity cards. This provision takes effect once site works begin in October 2026, according to the bill's employment clause.
The financial memorandum attached to the legislation lists a total allocation of HK$62 billion across five years. Of that sum, HK$18 billion is earmarked for transport infrastructure and HK$31 billion for housing construction, with the remainder covering land preparation and utility connections. These figures come from the bill document tabled on 15 June 2026.
Implementation will proceed in four stages through 2029. The government has stated that progress reports will be published every six months on the Development Bureau website, allowing residents to track when specific bus stops or housing blocks reach completion. Further adjustments to ferry schedules will be reviewed after the first stage concludes in mid-2028.
