Tung Chung Mayor Announces Expanded Community Care Program Targeting 3,400 Vulnerable Residents

Tung Chung Mayor Wong Kai-ming unveiled a two-year community services expansion on Thursday that will extend home support services and subsidized childcare to approximately 3,400 vulnerable residents across the district. The initiative, formally titled the Community Resilience Support Scheme, allocates HK$47 million from the district council budget and aims to reduce financial strain on elderly residents and single-parent households while keeping more families in employment.

The move comes as Tung Chung's population continues to shift toward aging demographics. Census data released in March 2026 showed that residents aged 65 and above now comprise 18.2 percent of the district's 315,000 people, up from 14.1 percent in 2021. Concurrently, the district's median household income has stalled, with real wages for service workers declining 3.4 percent since 2023. What the Scheme Covers for Tung Chung Households

Eligible households earning below 50 percent of the district's median income-currently HK$38,500 per month-will qualify for subsidized home care visits. These services cover meal preparation, basic hygiene assistance, and medication reminders twice weekly for seniors living alone or with limited family support. The program expects to reach 1,850 elderly residents in the first year. Simultaneously, the scheme will subsidize childcare for children aged two to five whose parents work full-time, reducing out-of-pocket costs from HK$12,000 to HK$4,500 monthly. According to the policy framework released by the mayor's office, home care aides will be drawn from the existing Tung Chung Adult Skills Retraining Centre, a municipal employment program that has trained 680 care workers since 2023. This integration means the scheme directly creates approximately 140 new care positions while leveraging trained local workers. Wong said in a statement that the dual outcome-supporting vulnerable residents while building employment pathways-reflects the district's commitment to economic participation. The childcare component will be delivered through partnerships with five licensed nurseries already operating in North Lantau and Tung Chung Town Centre.

Timeline and Budget Allocation

The first cohort of eligible households can apply beginning August 15, 2026, through the District Social Welfare Office on Tung Chung Crescent. The application window remains open year-round, though the council projects 70 percent enrollment by end of 2026 and full intake by mid-2027. Annual funding breaks down to HK$28 million for home support services and HK$19 million for childcare subsidies. The two-year commitment requires formal approval from the Tung Chung District Council at its next session on July 23, though council members canvassed by reporters signaled broad support across party lines.
