Wan Chai District Council Revises Community Project Funding Formula, Matching Allocation Method Used in Central and Western District
Wan Chai residents will see community project applications assessed under a population-weighted formula already operating in three other Hong Kong districts from the 2026-27 financial year.

The Wan Chai District Council has adopted a revised formula for distributing its annual community project grants that bases awards on resident numbers rather than historical project volumes. The change aligns Wan Chai with the method already applied by the Central and Western, Eastern and Yau Tsim Mong councils under the same Home Affairs Bureau guidelines issued in March 2026.
The adjustment comes after the Legislative Council approved updated district council financial procedures in the 2025-26 Budget, requiring all 18 districts to standardise core allocation criteria by July 2027. Wan Chai previously weighted applications toward established organisations; the new model gives equal weight to submissions from smaller resident groups in each of the district's 13 constituencies.
Effects on daily services
Local community centres and street-level organisations that run after-school programmes or elderly day-care services will submit proposals through the revised scoring sheet. A Wan Chai family applying for a homework-support group at the Wan Chai Civic Centre will compete on the same population-proportion basis used for similar requests in the Central and Western District. Transport subsidy schemes for low-income residents attending district board meetings will also fall under the new formula.
Policy analysts at the Hong Kong Council of Social Service note that the shift removes the previous advantage held by groups with long application histories. Applications must now include ward-level population data drawn from the 2021 Population Census, which recorded 150 700 residents in Wan Chai.
Next steps for applicants
The District Council secretariat will release the first round of application forms under the new criteria on 15 August 2026. Successful projects are expected to begin receiving funds from January 2027. The council has scheduled two briefing sessions at the Wan Chai Activities Centre for prospective applicants on 22 and 29 July.
Further rounds will follow the same timetable used by the Central and Western District Council, allowing Wan Chai groups to prepare submissions alongside their counterparts in neighbouring districts. The Home Affairs Bureau will publish comparative allocation tables for all districts after the first full year of operation.
